A Neutral Density (ND) Filter blocks out a controlled amount of light and this allows you to use a slower shutter speed or wider aperture in brighter light - settings that may normally cause over-exposure in such lighting conditions. The possibility to use a slower shutter speed gives you some creative freedom and allows you to deliberately create motion blur in your compositions. Similarly, the possibility to make use of a larger aperture allows you to capture with a shallower depth-of-field than would normally be possible.

A variable ND Filter allows you to control the amount of light being blocked out, by means of turning the adjustment ring. This filter is capable of reducing light transmittance by anything from 1 to 7 stops, thus allowing you more creative freedom in achieving the exact effect you desire.
