    Robert the principle of permits was BRIEFLY raised at the Tafelberg Photographic club in February. At the time not enough information was known, but notice was taken that this is becoming an issue - for pros and amateurs alike.

    May I suggest that you draft an email to the chairpoeple at a number of clubs to get the message out ? (assuming you have not done so already)



    It would a SAD day when I cant take a few happy shots on a beach - just because my camera "looks big" ....

    Hi Chris, probably a good idea and I will get right onto it. Council argues that non commercial shoots do not need permits yet I was escorted off a rock on a beach when I was testing my new Gigapan head because it was hard for the officer to believe that I was just taking pics for my own enjoyment with such sophisticated gear.

    Trouble on the horizon for stock shooters and artists as well.
    Anything that generates any financial gain is in jeopardy ........ bad news.

    Thanks Mike, it has become a very serious problem and Council's proposed amendments as you can see earlier in this thread, are insane

    The issue was raised on E-news as well but for JHB a day or two later, where security guards prevented people from taking images at ghandi plain/ statue, even though somebody of the council appeared on screen saying that this is counter productive for tourism blah blah blah ... but why would a security guard prevent people from taking images of a stupid statue? what danger could there be in that, where there's smoke there is fire, so it seems that the free'er (democratic) we become the more restricted we become, and it seems that the saying of 'a democracy is the last type of regime before a totalitarian(dictatorship) government comes to power " seems true.

    Standing on Kommetjie beach lastnight I could believe tha his council wants to ty and stop me spending time in a beautiful place like this, capturing the soul of what God has created for all of us, unbelievable. They will not take away my right to capture gods creations.

    I am ready to assist in anyway, from sending mails, broadcasting the issue to Toy toying outside Mrs de Lille's offices.

    Can I suggest you send this to John Maytham at Cape Talk, maybe if it gets aired publicaly they might wake up and start taking action.

    Sorry, nothing happened, I was just speaking hypertheotically. I had been out there, but if they were allowed to go ahead with there permit system, I would not of been able to capture the beauty without a permit

    I asked because that's one of the areas where the biggest clamp down is occurring and a few photographers have been complaining that they have been stopped from shooting on Kommetjie beach even though it was a non commercial shoot.

    There`s a front-page story in the Capetowner (CBD community newspaper) "CBD out of focus" by Monique Duval on the permit system - quite sympathetic to Robert + the CTPPA.

    Speaking from personal experience, I will no longer shoot in remote locations unless I am with someone, sad but the way it is.

    We were just talking last night about a shot taken in the Bo-Kaap, and that the young guy who took it, was told by the police he shouldn't be shooting there alone, go figure

    I think the real problem is a lack of understanding, on both sides. There are also 2 different sets of rules - one relating to Parks Board Rangers and the other (this one) relating to the Metro Police in the City.

    I don`t think there`s anything in these regulations about shooting in groups , or commercial gain per se. The City has a legitimate concern about film crews + fashion shoots happening all over the place + getting in the way of pedestrians, tourists, beachgoers etc. That`s what the regulations are aimed at. Unfortunately they`re being misinterpreted, so that metro cops are stopping photographers from shooting (apparently - hasn`t happened to me), and photographers are complaining about not being able to get permits that they don`t need.

    I also don`t think there`s a real need to shoot in groups for safety reasons. Generally Cape Town is a safe place to shoot. I cover sporting events all over, from Cape Town stadium to Lavender Hill. I generally leave my kit lying next to the field if I need to move around. Sometimes I ask someone, who I don`t know, to keep an eye on it. Nothing`s ever gone missing. Being old + forgetful I`ve twice left the window of my car open (and once the car unlocked) in the street outside sports fields. Nothing has ever been stolen.
    There is no invisible mist of crime + danger outside the confines of your electric fence. People are honest + good. With one or two exceptions. Just one or two.

    Hi Jaytee

    The City has made it very clear that any shoot for gain no matter how small requires a permit and that according to Anton Groenewald, its about ensuring that Photographers have public liability insurance and that the City is indemnified. He keeps on about this, not the control of disturbance aspect. He has confirmed that even students shooting in the City will be required to apply for permits and have PL cover which most will not be able to afford.

    The City has also refused to reveal how it plan to distinguish between a not for gain and a for gain shoot.

    We understand the need for control and provided a very workable alternative to what the City now has but it becoming clear that the City doesn't understand that problem they have created and has no desire to gain an understanding or move to correct this.
